Dell 3521 LA9104p.cpu failure

Dell 3521(la9104p).its giving 7 beeps.thats means cpu core supply is not generation.i have changes isl95833 than also same problem.plz help

Sorry Sir but it has 2mb and 4mb bios and i have flashed both.
for any further sugetion plz reply
