Dell Precision M90

I have this model, it powers on with battery but not with ac, with unplugged the battery and plugged ac adapter

i check for 3.3v / 5v and 19v, all present, power button has 3.3v, what i see is that near the dc-jack PQ1 and PQ2 should have 3v and 5v but they don't

i don't see what prevents those voltages there, any ideas?

Update with the board part number so that we can try resolving ur problem
