Dell E6400 no display

Dell e6400,
Power on but no display,restarts after 30 sec, all power ok when on, but only cpu GFX volts not generating.
I change ic (max17411) but same.bios programe but same.when i switch on there no input 19v on GFX section of max17411.same statis after changing 2 ic's... Need help.
