debug card shows no clock. Also PCI slot B16 was showing zero volt which confirms clock circulated issue. Upon inspection a coil which supplies 3.3v to clock is found to be open. A coil is mostly used as a fuse in motherboards. An open coil means something on the output side is either fully or partially short. My suspicion was right and i found a shorted ceramic capacitor. Replaced both the coil and capacitor. Display came and case done.
