HP mini 210 Not Powering ON

Model : HP mini 210
Problem : Not powering ON.
Obervation & action Taken.
1. 3.3V & 5v SB present
2. RSM RST Present at I/O
3. LID in & LID out 3.3V OK
4. Tested for RTC_Rst & its missing , should be 3.3v
checked the resistance of rts_rst pin at pch & found its just 10ohm, tested for short & found one filtering capacitor short.
5.removed the capacitor, now laptop is turning ON, consuming 0.390 Amp but no display & no Keybaord activity
6. tested all voltages, all found OK
7. Reflash BIOS & Replaced RAM still no display
8. final step just replaced PCH.... Waw.. display comes & working fine
