Compaq cq40 power on but restart without display agai &again

I have a case of compaq cq40. MB part no la-4101p. Problem no display when I plunged power by dc power supply amp take 1 to 0.96 after 10 second becom 0.amp and again 1 to 0.96
Laptop all led lights blink after 10 second.

When I checked suplly 3.3v and 5v stable but vrm,ram graphics suplly ok but after 10 second becom 0v again ok again 0v.
