I got this laptop few days back and when press power button its goes to 0.21AMP .

Bios flashed and isl 95831 replaced no success

following voltages are present,

without pressing power button.

If your cpu is on-board then it might be a cpu fault, check for short around the cpu coils

Thanks ..no coils shorted

check vin and vcc voltage
