DELL 1440 Can't power On.

Hi..All Master..i have a problem..dell 1440,MB Code ALBA uma 6l mb..can't not switch On..
The Voltage 3 & 5v ALW are normaly,..Flashing BIOS still not succesful..
Can any One help me..Please.....Thank...

I/O Was cecking..
VDD normal 3V
ec reset 3V
ACIN# 0V..
IO Repalced still not succes..MBoard still can't turn on...
what must be ceking again...?
