I have this board, i press power on and then power led turns on and immediatelly switches off, after 3 seconds it turns on again and turns off

this continues in a loop, i see voltages 5v, 3,3v and 19v

when the power led is on voltage is ok, when it turns off then voltages drop in some coils and capacitors

nothing seems burned and no liquids were spilled

any help is appreciated
