HP 430 dual core celeron laptop motherboard no 3.3v and 5v

HP 430 motherboard
strange problem. no 3.3v and 5v. changed the SPMS power supply ic still same problem. no shorting of the board everything normal but still no 3.3v or 5v. even tried replacing i/o and even removed PCB chip still no LDO voltages. anyone encounter this problem. any more ideas left ???

I thinks that 19 volt is missing plz do u have image and part no.. of motherboard its better to under stand

19v is coming on in the ic. on tps51123

Some board design like that, this is may not be a solution but you tried all possibilities naa so try this too.
